If they sign and trade, then they are hardcapped - it would be VERY difficult for them to field a team if they manage to swing a sign and trade for Lowry. And that aside, sign and trade is only an option if the Raps want it to be - if the Raps don't play the sign and trade game, then NYK cannot impact Lowry's market value or sign him at all.
