The Raptors are well into hardship territory at this point (at least 4 players injured for at least 3 games), so they can add a contract without needing to waive anyone, at least until they get a couple bodies back (once they are no longer hardship eligible they'd need to waive a player, either the new guy or someone else). Even with Thomas returning (and FVV's clock just starting now), they have been missing Marc, Pascal, Norm and Hernandez for a while.
