Because they might have to coordinate action with, for example, provincial governments, hospitals etc - and it's better to have a coordinated plan in place before whatever it is they're announcing, rather than announcing something, then figuring out how to implement

The other positive is only one person died so far out of the 37.6 million of us. Country is on its knees though.
