I won't put out the whole article but just the part for the raptors.
Offer: Raptors trade the No. 4 and No. 46 picks in the 2021 NBA Draft and a 2023 lottery-protected first-round pick for No. 2
Raptors beat writer Blake Murphy: The Raptors kicking in a mid-second and a future first is about the going rate for a move like this, in general. The lottery protection shouldn’t be a big deal, either, as the Raptors project to be within their competitive window when the pick conveys. For the Rockets, there’s the added benefit here of a Toronto offer tipping their hand. I think if the Raptors were to move up, it’d be to snag Mobley, which would mean Houston could be reasonably assured of still landing one of the elite guards in the class.
Deal or no deal?
We might actually have something here.
The good thing about dealing with another team picking in the top four is the benefit of still selecting a great prospect. I think what it would come down to would be Houston hedging their bets on their Raptors intel, believing that Toronto would take Evan Mobley. Doing so would leave the Cleveland Cavaliers the choice of Green or Suggs. I have to believe Houston would be content with either. If the Cavs take Green, the Rockets get Suggs, a bonafide playmaker with lockdown potential at the next level. He would be the heir to Wall’s throne. On top of that, Houston can use the 46th pick and package with their back-to-back selections at 23 and 24 to move even higher up to double dip, if that was the objective.
This deal is contingent on trusting Toronto taking Mobley, but I could see Houston agreeing to something like this.
If they're looking for a bench scorer under contract like Eric Gordon, then GTJ would also seem to fit that profile. Not sure how RFA works: is GTJ a S&T candidate or do we have to hold onto him if we re-sign him?

You can S&T an RFA. That's how Bogdan was going to end up up a Buck before they screwed it up. And that's how Malcolm became a Pacer. But you need Gary's consent of course.
If they are willing to trade #13, then they probably don't want to trade Sabonis or Brogdon. Boucher fits.. but the article also suggests they want a guy with at least 2 years left on his deal. And we could use Boucher back with Siakam out for about 3-4 weeks to start the season.

The part about Houston being content between one of Green and Suggs doesn't make sense to me. Two vastly different types of player...one projects as a good all around PG and the other projects more as a flamethrower type scorer. We know which type of player the league places more importance on so thinking Houston will just be happy to take what is left seems like a false assumption.

I think they are just too early in their rebuild to really care THAT much. Both player types could work but yeah I hear you.

That's fair but if Houston is eyeing up difference-making guards, they've got to be taking a VERY long look at both of them. It's basically a franchise level winner vs a potential league scoring leader. Totally different looks for sure, but about the same value, and if Houston wants to start winning sooner they'll be plenty keen on Suggs.
There's a major benefit to trading up for Mobley and that's the ability to retain Lowry, which seems to be the easiest/best value to capitalize on his free agency. Then you can move Fred to his natural 6th-man-of-the-year role and achieve elite-perfect roster balance - elite guard-play, top calibre wing rotation, anchored by an above average 5.
By obtaining our starting centre in the short term and franchise bigman of the future, we could "run it back" with confidence in the roster's upside - while also spending a lot of money in order to be great.
And before you scream - Mobley's not ready! - such a move would allow us to do things like 1) hold onto Boucher, 2) Sign Birch and Gillespie. We'd suddenly be STACKED at the 5.

They definitely will be taking a very long look at both and that might make the decision for them, but if the players pan out as we think there's no way it's the same value. Franchise level winners look like Lowry, potential league scoring leaders look like Durrant. Guess which one teams value more?
