There’s a good chance Miami and the Raptors were in trade talks before the opening of free agency. They wouldn’t have picked up Dragic’s option a day before the opening of free agency without knowing a sign and trade was available.

0% chance this trade gets voided. The Bogdan trade didn't get vetoed by the NBA, it fell through on it's own, then the NBA investigated after the fact and stripped Milwaukee of a 2nd round pick for contacting Bogdan before free agency started.
Nothing will happen to Toronto here. Miami could lose a draft pick.

The Bogdanovic deal was not rescinded by the NBA. The teams abandoned it knowing the NBA would hand down much harsher punishments if they didn't, once it went public.
In this case the deal is done. The NBA will not rescind the deals, that's very extreme and they are allowed to do it but they won't want the mess.
In theory, the NBA can take draft picks and void them or give them to the aggrieved team. Not sure what team would be aggrieved here. I'd bet the team that complained was the Pelicans, so maybe them. Maybe us, being the home team.
And the Heat have plenty of draft picks the league can take. They aren't allowed to trade back to back picks, but the NBA can take whatever they like. So their 2022 first, for example.
There are also pretty big fines that can be handed out.

Minimum NBA salary this year is $925K. Obviously they're not gonna wanna let them walk. I'm sure Johnson would benefit from a ton of 905 time as well. He can obviously still go there as a minimum, and just come up whenever they want him to, yes?)

Re this rule of teams not "contacting" f/a players before stated date/time ... I notice that neither player nor agent ... a significant 3rd wheel in the rule-breaking gets nicked. Has this happened? Shouldn't it? This might be the best deterrent to maintain "order".

This could still wrap up a few different ways. The most likely being...
Both 2nd rounders signed to NBA minimum deals, another fringe player (or one of the camp invites if their guarantees are 50k or less) signed to a 2-way.
One 2nd rounder signed to an NBA deal, one to a 2-way, one of the camp invites makes the team.
