They are a team that needs to take a swing for the fences, not a bad trade for them, Larry Nance wasn't part of their future.

Very confusing. Only things worse might be their drafting.
Between 2012 and 2020 they had 5 top 5 picks. They came away with: Dion Waiters, Andrew Wiggins, Anthony Bennet, Darius Garland, Isaac Okoro.
Yikes. The jury is out on Evan Mobley but I wouldn't be too optimistic9 time first team all-RR, First Ballot Hall of Forum

I wouldn't call it yet, but Mobley is the most likely to be a bust. Before I would have said Kuminga, but he was impressive in the summer league, showed more to his game than I thought he had.
Under the Cavs watch though I just don't see it.. and now they signed both Markkanen and Allen to 4 year deals. They still have Love on a 2 year deal as well (although I suspect they buy him out eventually).
I feel kind of bad for the kid.

Portland's problem is that nobody wants to trade for CJ yet (at least, not for anything good). Everybody thought that CJ for Ben Simmons was basically a done deal because it made sense for everybody, but Morey seems determined to trade for Dame and Dame isn't ready to move yet and honestly, when he does move, he's not going to want to go to Philly anyway. So now Philly is looking to start the season with Simmons, who quite rightfully feels the team has given up on him and tanked his value around the league and won't trade him. Brilliant moves from Morey there, who's so determined to win every trade he's refusing to admit he's in a losing position now and needs to cut ties before things get worse.
When the good offer for CJ comes - whether that's Simmons or somebody else - the Blazers will take it and make their run. In the meantime, upgrading the roster around Dame with quality players makes sense either way: either they've got their supporting cast for Dame or they've got quality pieces for the post-Dame fire sale.
