Well, I don't think this offseason has been particularly bad, but looking at the big picture, since the 2018 offseason this team has been throughly picked clean and there's been a massive net loss of talent.
Gone (6 rotation champions):
Kawhi Leonard
Kyle Lowry
Danny Green (inconsistent sure, but won another title since winning one here, as has harnessed on-court and/or trade value on each team he's been since)
Norman Powell
Serge Ibaka
Marc Gasol
In (not counting 3rd stringers and draftees):
Gary Trent
Precious Achiuwa
Goran Dragic (who doesn't want to be here)
No FRP's in or out. Some of it were circumstances and outside the FO'd control, but all-in-all I don't think there's another team coming close to this net loss of talent in this window of time.
They have had to pay a bit more here and there than one would like, but I think effectively they got the guys they wanted to get (or were available/reasonable targets) on terms and AAV's that are not outrageous or anything, and stayed within the tax (a line they're clearly not worried about approaching while making the current moves).
There's good work in progress here. A high name recognition addition to the roster would be nice, sure, but something like a D rating from ESPN is really underrating the work being done imho. Based on the We The North era, I'd put a lot of stock in the FO's ability to find and develop talent. If they say these guys are going to be good, I think most of these guys are going to be good. They're just too young to have the resumes of that vet heavy list at the top, Kawhi/Lowry/Green/Ibaka/Gasol had years of NBA seasons under their belts and all the resume bullets that you get with that. Some of these young guys will be just as good as some of those old guys, the years are ahead of them instead of behind them is the difference."We're playing in a building." -- Kawhi Leonard

Gasol is fully washed. Ibaka seems mostly washed. Kyle is on the wrong side of his prime, as is Danny. Norm is in his prime but nothing to write home about. The only guy worth crying about is Kawhi, and my tears have long dried up there.
Meanwhile we have 3 allstar level guys in their prime (Fred, OG, Pascal). And a roster around them that is young but should be highly competitive. The cupboard is so far from bare it's remarkable. We are being talked about as one of the young teams to watch - both on the court, and in terms of building the right way.
We came off a championship and many years of contention and yet we are still asset-rich. Not all teams fare quite so well.
