#3, Simons, Sharpe, and Johnson for Pascal and Flynn. I think Portland might insist on keeping Sharpe, but I'd still do it with someone like Little. Scoot and Simons would be a horrible backcourt defensively, but Scoot should improve in that regard, and Simons is really just a stop-gap that can add shooting while we find more of the right pieces to put around Scottie and OG. Scoot's primary playmaking would change everything for this team, though.

That being said, we could trade the 13th pick for no pick in return, if the trade is on draft night, because at that point the current draft is no longer a "future" draft, and the Stepien rule only applies to future drafts. What we can't do is trade that 13th pick now with no pick back.
But yes, the rule is that you must have A first round pick, not YOUR first round pick, to meet the Stepien rule requirements. So as long as you are guaranteed a pick in that future year draft (ie a protected pick doesn't help you here), you can trade the picks in the adjacent draft years.
So if we wanted to pull the trigger on any deal now, and wanted to send out our 13th pick, then the deal would have to be one like the proposed Portland deal where we get a pick back in this draft, or it would need to wait until during/after the draft to be executed. Which is very much not a big deal, teams do this all the time. We should consider the 13th pick freely tradeable at this point.

There's a world where both go, but I think it unlikely - the Raps do still want to compete, so keeping one of those guys would make sense even if they do leap on an opportunity to grab a high value prospect.

Why is Scoot considered a can't miss prospect?
His base stats look decent sure:
16.5ppg, 6.8apg, 5.3rpg with 1.1spg, 0.6bpg
But his efficiency sucks:
42.9%, 27.5% and 76% shooting splits.
Plus he's only 6'2. I was thinking he'd be 6'4 or 6'5. He also had a negative (-2.5) net rating.
Is it because he has flashy videos? 27.5% 3pt shooting is super ugly. And he takes about 2.7 a game. And he was pretty underwhelming during that rookie/sophomore game. And that's a pick up game. He should have been a highlight reel in that contest. He was given the spotlight and his own team, and was super meh.
I think this is a situation where his hype machine has made him overrated.

Assuming his efficiency goes up as his usage comes down to a more reasonable level (a logical assumption), he's got the DNA of lead scorer.
I'd be happy with him as the pick if management likes him.
