I could be wrong, but I thought Bird Rights are only an advantage when you're going to offer a max salary for 5 years, with higher raises. I doubt Orlando loves Fred that much to make him a $40M+ per year player on their cap for 5 years. They have no urgency to do anything this year, except lose and also root and for the Bulls to get the #5 overall pick. I could see a disappointing sign & trade next off-season, though, if they're the only bidder that gives Fred what he wants.
But yeah, if they waive Fultz and Bamba.. then they can sign him outright. Don't even need a S&T.
