In free agency, there's Goran Dragic. (Brandon Knight and Reggie Jackson will both be retained by Phoenix and Detroit, respectively, since they're RFAs.) After Dragic the next best available point guards are the broken remnants of Rajon Rondo and maybe Sergio Rodriguez (probably the best PG playing in Europe right now).
With respect to trades, Ty Lawson is the only star-level point guard who's openly being shopped at this point, and Lowry would command a higher price than Lawson by far.
Teams looking for a PG upgrade: Sacramento, Houston, the Lakers, the Knicks, possibly Indiana.
There are less top-quality point guards than there are teams wanting to sign one. Yes, point guard is a deep position in the NBA right now - and a lot of teams have locked down quality point guards while the getting was good.
