The sad truth about the Korver trade (bolstering the top team in Atlanta's conference) is that it probably indicates that Atlanta has given up on catching up to Cleveland over the next 2-3 years. It's entirely possible there is an significant reluctance for Atlanta to make a trade with Toronto because they hope to catch up to Toronto within the next 2-3 years. A Millsap trade with Toronto, even if Atlanta gets a decent return on it, likely makes that harder to do.
If Millsap doesn't want to be traded anywhere but here, and makes it clear to management that this is the case, then we could very well trade for him anyway. The more Western Conference teams - and in particular, the more Western Conference teams that have the talent to go far in the playoffs - that show interest, the less likely it is that Millsap insists on the Raptors.
The one thing that may be acting in the Raptors' favor in regards to where Millsap wants to be traded to is that, based on current talent level, and the ability to lose assets without weakening too much, Toronto is likely Millsap's best shot at playing in a championship game. That is doubly so if/when Carroll improves incrementally during the second half of this, his rehab year.

a trade for Millsap gives us about a three to four year contention window
provided our core is Lowry, Joseph, DeRozan, Powell, Carroll, Patterson, Millsap and JV.
Carroll (if he ever gets healthy), Millsap, and Lowry are probably at their peak
DeRozan, Patterson are likely getting close
Joseph, and JV can still find another gear or two
and Powell is just in his infancy.

I think it makes sense for bubble teams to rebuild/retool, if they don't think they realistically have any hope of competing with the likes of Cleveland or Golden State over the next 2-3 (5?) years. If they're going to do it 'right' (subjective, I know), they should just build a team looking to begin peaking when the LBJ/Curry-Durant reign is over.

The article on the front page brings up an interesting point that the Cav's may just be untouchable in the East this season with their acquisition of Korver, and thus questions if we should pay the steep fee it's going to cost for Milsap. With our withoul him Cav's may have just booked their trip to the finals without ever playing a playoff game (on paper and barring injury of course).
