Where did you get that from?
Cap holds are meaningless for the Raptors anyway, there's no way they end up with cap space.
I suspect the cap hold total comes from the TPEs, Bebe, FVV, Brown, Miller and the MLE. Again, though, it's meaningless this summer.

But keep in mind that cap holds (both free agent and exception holds) can be denounced at any time. So all of them are right to some degree. It just depends how you approach the concept of cap space - is it the minimum available, the maximum available? Are you keeping your free agents or not? Are you going to try to operate over the cap or below (there are benefits to both)?
If you want the full accounting of cap holds, the approach you first posted is technically correct. But there is a lot of flexibility in which cap holds you actually apply to the cap.
