The team has all its contracts (minus a couple promising prospects) coming off the books summer 2020, when Davis is a FA. So if Kawhi wants a star partner, they have the ability to chase Davis (and, if they strike out, overpay on one year deals and try again the following summer for Giannis). If he doesn't, they can just re-sign their key vets and keep all their young pieces to grow around Kawhi, assuming the team has a lot of success this year with this group.

So many options that lead to positive outcomes for the organization -- I mean, the worst case scenario is the rebuild, but they'll have all their draft picks, major cap space, and a ton of young guys if they choose to re-sign the OG's, Wrights, Siakams, etc.
Then, best case, Leonard stays, keeps the young guys, cap space to sign a major star either in 2020 with Davis, or Giannis in 2021.
Plus, they're playing in the East, which allows a much easier road within the next five years of getting to the Finals.
And, as much as the Warriors are pinned as this invincible team, they'll be on the tail end of that dynasty (Durant, Steph much older) by 2020, and if Ujiri manages to pair one of Giannis/A. Davis with Kawhi.. You'll have two top 7 players on your roster.

2. Kawhi Leonard’s future. Leonard will remain professional in Toronto, and he’s already begun acclimating to the city. His preference of Los Angeles—either the Clippers or Lakers—was apparent once he requested out from San Antonio, but the Raptors clearly will show him reasons to stay. Leonard is arguably the best player in the NBA when healthy, so his future will have a major impact around the league. With the upside of Leonard, plus the ability to potentially move toward a rebuild if Leonard leaves, the Raptors have options for their franchise’s direction"
