The Cavs are a different stratosphere. They could definitely just coast until the playoffs like last year though, so the top seed is no guarantee for them.
Seeding comes down to a lot more than just which team is better. So although I don't have the Raps pegged for 1st, I do think they have a solid shot at it, depending on what happens this season in terms of teams meshing, injuries, etc.

But in all honesty it's cavs then raps then bucks and wizards then finally Boston

I think the one difference though, about Kyrie is that he has now witnessed and experienced first hand on what it takes to win. I don't think he necessarily knew that when he was all alone in Cleveland. He's a man now, maybe not the wisest of men but nevertheless, the little boy in the early years of Cleveland is long gone.
He also is aware of all the doubters and will have a chip on his shoulder. This is a guy who pretty much scored at will against the NBA Champs. I think they'll be okay but overall I think they've only moved up a bit due to all the lost glue guys like Olynyk, Crowder, etc.your pal,

I don't value Raps as high as everyone else seems to, because they just don't seem to have the depth to over come a injury or one of the best players. If Lowry goes down we're toast, if DD or Norm gets hurt we won't have any depth
