No, if you get a player in a sign-and-trade you're hard-capped at the tax apron (slightly above the luxury tax threshold). Raptors are already over that apron, so they'd need to shed a significant salary before they could even complete a sign-and-trade.

Kawhi will show up and ball out, he doesn't have any ill will towards Toronto, he just wants to live in LA year round, Carter said he isn't even interested in playing for a super team or chasing another title, literally just wants to live in LA because that's where he's comfortable.
