A team can sign and trade their own player to an opposing team if they have that player's rights. The player must receive at least three years (prior to any option year) in a sign and trade, and can sign only for a contract that another team can offer (4 years, the smaller, non-Bird raises). A team receiving a player in a sign and trade must either have cap room such that after the trade they remain under the cap, or follow standard salary matching trade rules. If a team acquires a player in a sign and trade, that team is hard capped at the tax apron (a mark roughly 6M above the tax line) for the rest of the season.

I'm fine with not going after Kawhi. He already made it known he wants to go to LA. Knowing how he handled the situation on the Spurs, he can make up some bullshit and not play for the Raptors.
