    Sounds like a genetic predisposition to carry extra fat on the legs or she just has extra large muscles there. If her arms aren't big around, but her legs are, it is likely just her natural shape.

    Exercise and carb reduced diet will definitely help provide more definition which always looks better. A winning combo under any circumstance.

    It was Linda Hamilton, in her reprise role as Sarah Connor in Terminator 2, that started the popular acceptance of "women with muscles" and next thing you know the gyms were full of women lifting more than 5 pound dumbbells and showing off arms with bicep and triceps muscles actually visible.
