I think that depends on the deal, really. If it doesn't cost any core assets and you really like that player, why not see about trading up? There may be a team that just wants some mild cap relief or some such (we have a TPE and 2 non-guaranteed deals to work with there).

A top 15 pick, definitely not. A bottom 15 pick... with enough cap relief, it's possible. And Chicago definitely doesn't want to pay Carlos Boozer money.

There are teams with multiple picks in the top 20, some of which may want some kind of relief. Possibly to clear space or shed a player they don't want to keep.
As I look more in the early 2nd pick, it appears to me that there will be a lot of defensive specialists in that range, from 'Po, to Young, to Daniels, Birch, McGary, etc.
I'd go for the best offensive player available in the first round Early, Payne, Robinson, Warren...

When was the last time any team traded up for a PG my memory is bad sometimes I don't think there has been 1 in the last decade at least not in the first round. ?

Analysis: The Raptors would have loved to have grabbed Ennis, a Canadian, but Payton is a small-college guy who can do just about everything except for shoot it from deep. With Kyle Lowry's future uncertain, the Raptors need a point guard.
I think Keith Appling is been overshadowed by his teammates(Garry Harris and Adrein Payne). MSU lead the NCAA in Assist and Assist to turnover ratio. Appling was the starting PG of that team. Also Tom Izzo is known to develop NBA ready players. His a super quick and a tough defender. He would be great value at the raptors last pick.

Another team I see as a possibility is Boston at 17.
If they are ok moving down to 20, they could be very excited to shed someone like Joel Anthony, who's rotting on their bench as they play youngsters and rebuild. Would they be ok moving down? Could be. If the guys they want most are gone and someone they like is still going to be on the board at 20.
Joel Anthony might have no real role in Toronto either, but if they really like someone at 17 and the deal is on the table, don't think they'd be too upset with absorbing his deal. Could even buy him out if they really want.
