Thomas is 24 years old, listed at 6'4" and 197 pounds on Wikipedia. He went to Iowa State and was undrafted after graduating in 2017. He averaged 12.5 points, 4 rebounds and 1.5 assists a game on 48/45/81 splits in his 4th year at Iowa State.
He signed with Obradoiro in Spain in 2017, and played one season there. He averaged 15.5 points, 2.5 rebounds and 2.5 assists a game on 47/46/94 splits. The 46% from deep is impressive considering he took just over 5 attempts a game.
He then moved to Valencia last season, where he had a smaller role than at Obradoiro (20 MPG and 8 FGA compared to 26.5 MPG and 11 FGA), but he kicked up his efficiency with 51% shooting from the field and 49% from three on 3.5 attempts a game.
He helped Valencia win the EuroCup this past season (second-biggest international tournament behind EuroLeague), beating Alba Berlin 2-1 in a best-of-three Finals series. Thomas lead Valencia in scoring in both of their wins in the Finals, shooting 10-16 from three in the three gamesThe name's Bond, James Bond.

With Thomas signing a 3 year deal, it will come out of the tax MLE (assuming Kawhi is back) or the full MLE (if the team salary gets low enough that the hard cap is not a concern). Even if he signs for the minimum, can't offer a three year deal with the minimum salary exception.
Will be interesting to see where his dollar value comes in - is it a pure minimum deal, the full tax MLE (this seems exceedingly unlikely) or somewhere in between? I'd expect minimum or close to it.
This also doesn't infringe on any of their other re-signings, as Kawhi, Green and de Colo would all be done using Bird (or Early Bird) rights, not needing an exception. May impact ability to match on McCaw if he gets an offer, or offer him a deal with any term/AAV ourselves. As ever, tax and total team salary are the main constraints at this point.

Yep, three year minimum salary for Thomas. He'll be RFA with full Bird Rights at the end of the deal, with a tiny cap hold.
