Nope. But cap holds don't count towards the tax calculation, so it doesn't matter for this year. Might matter next summer when they are looking to use cap space.

But then can't resign over salary cap unless minimum deal or exception.

If they need cap space next year they'll cut the cord but in meantime does no harm to keep his rights.

I can only assume he thinks our offer is low (years or money or both) and is hoping to get another team to make a more substantial offer sheet. His restricted status will hurt him in that regard. Hate to say this, but I hope Greasy gets screwed and has to take our low offer.
