Assume next year's cap is around 112 million or so. (It was projected at 115 a couple years ago but that was pre-pandemic.) All of the guys with salary on the books you want to bring back (Pascal, OG, Fred, Flynn, Yuta, Watson, Boucher and Bembry) will combine for just over $81.5 million in salary; that leaves you with approximately $30.5 million to work with. Our first round pick has a cap hold - right now we're in eighth place, so let's say that's where we draft, and that's a cap hold of $4.1 million, we're down to $26.4 million.
GTJ's cap hold is $1.2 million - you can sign him last and give him his bag, but now you've only got $25.2 million left to work with, and Lowry most likely wants $25 million a year, which is literally all the cap room we have left. Say you get him on a discount - $20 million. That leaves you $5.2 million left to sign Khem Birch, and now that's it for cap room, so there's no room for Norm, you have to use over-cap exceptions like the MLE or vet/rookie salaries to fill out the team.
The whole point of trading Norm away for GTJ was to get a new Norm who is A) cheaper and B) doesn't kill our cap space this summer. There's simply no reason to bring him back.

But that's largely irrelevant - if you are re-signing Lowry, you are not using cap space. Even if you get him at 20M, you might as well stay over the cap and use the MLE.
So you are right, the only way we could sign Norm back is with the MLE (if we keep Lowry), which won't be nearly enough.
Now, if Lowry walks, you could use your cap room to sign Norm, maybe keep Birch with the room MLE, then re-sign Trent with his rights. But a better use of your cap room is likely to target an upgrade at C. Especially with Norm seeming to need to start to be able to produce consistently.

If Lowry comes back, we lose our cap space.. so we can only use our exceptions.. which would be a mid-level (about $9.2M) and our bi-annual exception (around $3.6M) for free agents (which includes Norm now). Serge/Harrell last year were bought with mid-level dollars. So it's not inconceivable we could get a starting caliber center for that much. Like Drummond for example. I think Holmes goes for more.. the Kings could use their mid-level to bring him back for example, and we'd want to out bid that.
If Lowry doesn't come back.. realistically we have about $16-18M (depends on where our draft pick falls).. add another $7M if you want to waive Boucher's contract. Norm is expected to make about $18M a year. If we do a S&T with Lowry and contract that comes back with him would eat into that cap as well. If we use our cap space on a player, the only exception we get is the room mid-level which is about $4.7M as well. We will not be able to use the bi-annual if we used our cap space to sign a player. So we could lose Lowry, bring back Norm and use the $4.7M on Birch. I'd prefer not to do that, but that's an option.
We also have some flexibility with trades. Hood's and Baynes' contracts can be guaranteed, and then traded with a pick for example to get a player. Although with Hood we have to decide a day after the lottery (not the draft, but the lottery). For Baynes we have 2 days into the moratorium (or the start of the NBA season) to decide. If we pick up their options but don't trade them, we also lose our cap space obviously. I doubt we bring back Hood. Baynes' is going to depend on what happens 2 days into free agency with regards to Lowry's situation I suspect. If Lowry does come back, we may keep Baynes to trade him as an expiring contract. But that could backfire too as Baynes has been awful and would be a net negative contract even as an expiring.
