Suggs isn't Dame, and just because he's a competitive player doesn't make him Dame. Again, that doesn't make him a bad prospect, but the thing about Suggs is that he doesn't do anything at a super-elite level - he's just generally really good at all aspects of being a point guard. He's not as deadeye a shooter as Dame or Steph, he's not as good a defender as Simmons, his BBIQ isn't as good as CP3 or Kyle, he's not superathletic like Ja - but he's very good at all of those things, and most of those things are things he can improve upon and likely will. That's why he's a top four prospect.
If you want a downside for Suggs, it's that he drives more than he should and in college relied on his speed and athleticism - which, again, are very good but not quite elite - to have a driving game against bigs that he probably won't be able to manifest in the NBA to the same extent, and that Gonzaga was constructed so perfectly as a team that it's hard to get a really good idea of what he'll look like outside of it. But those aren't major downsides.
Still: he's not Dame. He's not the guy you go to, again and again for a bucket. He's the guy who figures out where the defense's weak point is, and hammers it until they change it (and if that means assisting then so be it), and then does it again. He's much more like Kyle than any point guard to enter the league in ages, which is probably why Raps fans like him so much.
